DVSA now considering new ATF applications

On recommendation of the Department for Transport, the DVSA has announced that, from 3rd June 2021, it has relaxed its moratorium and is now considering some new ATF applications within set criteria.

On Thursday 3rd June, the DVSA announced that it is relaxing its moratorium and is once again considering some new ATF applications within defined categories with immediate effect.

In 2017, the DVSA temporarily suspended applications for new Authorised Testing Facilities to enable the Agency to focus on supporting existing ATFs. Under its Heavy Vehicle Testing Review, the Department for Transport recently recommended that the DVSA consider permitting more ATFs to open, leading to this latest announcement. 

The DVSA is adopting a phased strategy, and the first stage has been released.

Which ATF applications can now be made to the DVSA?

The Agency will accept new applications for ATFs if the Facility:

  1. Is a move of premises containing an existing ATF, within the same geographic area
  2. Has an approval in principle from the DVSA
  3. Is located in an area where there is a shortage of ATFs, in particular Orkney and the Scottish Highlands
  4. Offers testing of fully-laden fuel tankers and is located in Southern England (full pet. reg. sites, or ADR testing for vehicles carrying dangerous or hazardous goods in bulk by road)
  5. Will deliver significant improvements to heavy vehicle operators, such as reduced journey times or other benefits which improve efficiency. These applications will be prioritised according to the certainty and scale of improvements the ATF will offer.

When can ATF applications be made under the new criteria?

Applications under any of the above 5 criteria can now be made. Applications will be assessed by the DVSA to ensure that the requirements of the criteria are met. Once a contract is in place, staff will be scheduled but the DVSA warns that this may not be immediate due to resource availability.

The DVSA expects to make further announcements in due course on the expansion of these criteria to permit applications from others. CCS Garage Equipment will keep you up-to-date with developments.
